INDUSTRY AND MARKET CHALLENGES—ANALYSIS & OUTLOOK

Industry structure and market changes present key challenges to the manufacturers of golf car-type (gct) vehicles. In a new comprehensive analysis of the industry, small vehicle resource delves into these issues and provides the outlook to 2032 for the three major market segments: ptv/lsvs, light-duty utility vehicles, and the fleet golf market.

Short run vs. Long run—a contrast  in perspectives

In the short run, the industry confronts significant tests, largely brought on by countervailing duties and anti-dumping penalties, as well as the general increase in tariffs for virtually all chinese goods. In anticipation of these tariffs, importing companies rushed to build up supplies of partially assembled gcts in the latter half of 2024. Given this situation, companies will be faced with:

  • a massive inventory build-up that will need to be sold off in the coming months, extending in all likelihood beyond the current year;
  • a sell-off, which will have a significant impact on retail pricing, to the degree that it is likely that some companies will not survive the impending price war;
  • the need to introduce new upgrades that will attract the market and sustain profit-making mark-ups.

Long-run perspective offers major market expansion opportunities

In contrast to what is likely in the short run with bargain pricing and profit worries, the longer run perspective is quite positive. Indeed, there is the strong possibility that market expansion is in the offing in ptv/lsv segment and the light-duty utility (ldu) segment.

Street legal surge is at the grassroots

The movement of gct vehicles from the golf course to public roads is gaining momentum. Given that fact, according to the u.s. Department of transportation, just over 70% of total mileage driven on public roads is for trips of 5-7 miles or less. The sheer number of short-distance trips dwarfs the number of longer drives. We see a foreshadowing of these developments in the ongoing series of upgrades and automotive accessories.

Filling a gap in market development: the low speed vehicle dealers association

With street-legal gcts coming to the forefront, the number of stakeholders with an interest in these developments has grown substantially. The universe of concerned parties now extends well beyond golfers, vehicle owners, and their club and owners’ association. As street legal use of gct vehicles is inherently local, parties with a stake include municipal officials, other drivers, and pedestrians. Indeed, as street legal gcts are largely electric-powered, environmental advocate may also be involved.

As the appeal of street legal gcts spreads, the market environment in terms of stakeholders and the overall environment becomes more complex. Gct vehicle dealers are seeing their interface with their customers growing more complex as well. Issues of greater safety needs, vehicle upgrades, and maintenance, while remaining generically similar or the same, with a new customer base, are intensifying in need and urgency.

Lsvda launch and presentation at the golf carting expo

Into this gap between the traditional and the new comes the low speed vehicle dealers association. The lsvda was launched at the 2024 pga show, and its management team followed up with a booth and a presentation at the recently held golf carting  expo 2025 in charleston, sc. This is the initial trade show focusing specifically on gct vehicles, and bills itself as a “…groundbreaking industry event bringing together dealers, manufacturers, suppliers, and consumers under one roof..”

Importantly–and to emphasize–in contrast to the pga show, this expo focuses exclusively on gct vehicles, their suppliers, and the consumer who buys them. The pga show, while it does have many golf car-related exhibitors, devotes massive floor space to golfing apparel, golf equipment, and other products and services related to the game of golf.

As its initial tradeshow event, the expo appears to be off to a great start with significant gct manufacturers exhibiting, along with key parts and services  providers.

Role of the lsvda in interfacing with public officials

One of the crucial services that the lsvda can provide the industry is an effective interface with public officials. These officials, particularly at the local level, will be engaged in hearing and acting upon petitions for street usage of gct vehicles.

The lsvda, representing the interests of the industry across all brands and segments, as well as local gct dealers, will be uniquely positioned to address the concerns of local officials, as well as higher governmental bodies at the state and federal levels.
